INTRODUCTION TO GGGI

OBJECTIVES OF THE ASSIGNMENT







GGGI seeks to recruit a knowledge-sharing and capacity building consultant to ensure that all capacity building products of the Energy Communities project are designed in a clear and objective manner for specific target audiences. Likewise, the consultant will provide support to the project managers to develop a framework for the systematic collection of lessons learned and lead the development of presentations, awareness raising material and workshops and webinars.

The main scope of this assignment is to lead the conceptualization and development of the project’s Knowledge Sharing activities and work products of the "Sustainable Power and Resilience for Colombia's Energy Communities" project.

DELIVERABLES AND PAYMENT SCHEDULE

Scope of Work:

The Knowledge Sharing and Capacity Building consultant will lead the coordination and implementation of knowledge sharing events, webinars and workshops organized by GGGI within the framework of the Energy Communities project.

The assignment includes the following tasks but is not limited to:

1. Knowledge Sharing Strategy Development
- Comprehensive Assessment:





Conduct an initial assessment of the project's knowledge-sharing needs, including stakeholder analysis to identify key audiences and their specific requirements, ensuring alignment with the overall objectives of the "Sustainable Power and Resilience for Colombia's Energy Communities" project.
- Consumer surveys: Through consumer surveys, undertake detailed assessment of Energy Communities rollout, and awareness raising needs.
- Strategy Design: Develop a detailed Knowledge Sharing Strategy that outlines the objectives, methods, and tools for capturing, organizing, and disseminating knowledge throughout the project’s lifecycle.
- Outreach strategy: Develop and design public outreach strategy, including key channels, public media, communication needs,





digital marketing opportunities and other parameters for awareness raising.
- Implementation Plan: Create an actionable plan for implementing the strategy, including timelines, roles, and responsibilities for project staff and stakeholders.

- Capacity Building Material Design

- Content Design: design capacity-building products that are clear, objective, and tailored to various target audiences, including community members, local authorities, Energy Companies, Financial institutions, and other stakeholders.
- Virtual training: Design detailed roadmap for the design and development of virtual training course on Energy Communities.
- Customization: Tailor materials to different stakeholder groups, considering factors such as literacy levels, cultural contexts, and technical expertise.






- Capacity gaps assessment: Assess capacity and processes of other key implementation parties, including the utilities, Energy Service Companies (ESCOs), Financial institutions and other relevant stakeholders, and design interventions.
- Subnational government: Assess subnational government stakeholders and undertake detailed design of key technical and institutional capacity needs.

- Lessons Learned Framework

- Framework Development: Design a comprehensive framework for systematically collecting, analyzing, and documenting lessons learned throughout the project. This framework should include methods for data collection (e.g., interviews, surveys, focus groups) and processes for integrating lessons learned into ongoing and future activities.






- Integration into Project Workflow: Ensure that the lessons learned framework is embedded into the project's workflow, with regular review points and feedback mechanisms for continuous improvement.

- Support for Project Proposal Development

- Proposal development: Collaborate with project managers to draft and refine sections of the detailed project proposal, specifically those related to knowledge-sharing and capacity-building activities.
- Alignment with Donor Expectations: Ensure that the proposal aligns with donor expectations and guidelines, emphasizing the innovative aspects of the project’s knowledge-sharing components.
- Stakeholder Consultation: Engage with key stakeholders to gather input and validate the proposed approach,





ensuring that the project design meets their needs and expectations. Provide documentation of sessions, including stakeholders feedback.

- Workshops and Webinars Framework Design

- Workshop Design: Develop a comprehensive framework for workshops, focusing on creating interactive and engaging content tailored to the capacity-building needs identified during the initial assessment. The consultant will outline the structure, objectives, and methodologies for future workshops, ensuring alignment with project goals.
- Webinar design: Design a structured plan for conducting webinars aimed at building capacity and raising awareness among project stakeholders. The consultant will define formats, scheduling, and content delivery strategies to ensure alignment with project goals.






- Participant Feedback mechanisms: Propose mechanisms and tools for collecting and analyzing participant feedback in future sessions. The consultant will provide recommendations on how to capture insights and incorporate them to refine workshops and webinars delivery.
- Reporting framework: Develop templates and guidelines for documentation of workshops and webinars, including participant feedback, lessons learned and session summaries for ongoing improvement and record-keeping.

- Monitoring and Evaluation (M&E;)

- M&E; Integration: Develop a M&E; framework for all knowledge-sharing and capacity-building activities. This framework should include clear indicators, data collection methods, and reporting timelines.
- Impact Assessment:





Conduct regular assessments to evaluate the impact of the knowledge-sharing activities, using both quantitative and qualitative methods.

- Crosscutting support

- Provide significant inputs to GGGI Monitoring, Evaluation, and Learning Associate for donor and GGGI reports related to Knowledge Exchange.
- Collaborate with the GGGI communications team for developing materials that foster knowledge sharing.

And all other activities assigned by the supervisor within the framework of the contractual object.

REPORTING ARRANGEMENTS

- The Consultant will work under the supervision of the GGGI’s Sustainable Energy Senior Officer; work progress will be monitored primarily through periodic review meetings for planning and biweekly short face-to-face (or virtual) meetings for prioritizing activities, all that previous consensus with the Contract Supervisor. In this review, meetings will tackle subjects such as the overview of the contractual objectives, the development of activities, detailed information milestones, actual achievements made against the timeline initially set, and any other relevant progress details.
- Documentation will be produced in Spanish, in accordance with GGGI’s formatting requirements, and submitted with proof of editable file back-up (e.g. .docx, .pptx) in an external hard-disk and GGGI SharePoint system.
- Additionally, the consultant will deliver one monthly brief in English explaining the activities developed the month before and for any other deliverable if so, requested by the Project Manager. Where relevant, the consultant shall also provide sets of raw data, research materials, and meeting notes related to the contractual objective.
- The consultant should be submit the timesheet detail using the appropriate GGGI template to request monthly payments.

SUGGESTED METHODOLOGY AND COMPETENCE REQUIREMENTS

- The consultant should follow the specific methods provided by the Contract Supervisor.
- The consultant will make the best use of both primary and secondary sources of information to develop activities defined under the contract objective.

EXPERTISE REQUIRED

1) Academic qualifications:

- Advanced Degree (MSc or MA) in social studies, political science, sociology, sustainable development, pedagogy or related fields is required.

2) Experience:

- At least 5 years of professional experience in sustainable development, environmental engineering, social studies or related fields.
- Extensive experience in knowledge sharing, capacity building, and project proposal development, particularly within sustainable development sectors.
- Proven track record in designing and implementing successful knowledge-sharing strategies and capacity-building programs.
- Prior roles in knowledge coordination, capacity building, and content development for sustainability-focused initiatives.
- Expertise in managing workshops, webinars, and/or creating educational materials.
- Strong communication skills, with the ability to effectively engage and educate diverse audiences.
- Proven track record of working with international institutions, private sector and government institutions on knowledge creation, capacity building, knowledge management and related activities.
- Outstanding communication skills both in writing and in presentation.
- Excellent analytical and synthesis skills, able to present complex issues in a simple manner and to assess multiple layers of information to arrive to the desired output.
- Capacity to work with a diverse set of stakeholders, including private sector, national and international institutions, subnational-level governmental and non-governmental organizations and civil society.
- Fluence in Spanish and English.

- GGGI evaluates applications based on eligibility requirements, relevance of academic study, work experience, and the level of interest and motivation to contribute to GGGI’s goals. If your application is successful, you will be asked to participate in a competency-based interview.
