GENERAL INFORMATION Projects: CO033 Colombia National Energy Communities Program Duty Station: Colombia (hybrid) Estimated Contract Duration: October-2024 – May-2025 Consultant Level: 3 Total Fees: 30000 USD , delivery based PROJECT BACKGROUND GGGI has been working with the Government of Colombia to advance green growth policies and green investments through strategic partnerships with key ministries and public and private institutions. GGGI has supported the DNP in its goal to advance a green growth vision and transition plan for Colombia that can support the achievement of climate goals and the Sustainable Development Goals (SDGs).





GGGI has been instrumental in the development of several energy sector initiatives aimed at promoting renewable energy and energy access.

GGGI seeks to recruit an Energy Regulatory & Business Development consultant to provide expert advice and guidance on the legal and regulatory frameworks necessary for establishing and operating financing mechanisms, designing regulatory interventions, and developing a policy analysis to enable the widespread adoption of Energy Communities (ECs) in Colombia. OBJECTIVES OF THE ASSIGNMENT Provide expert advice and guidance on the legal and regulatory frameworks necessary for establishing and operating financing mechanisms, designing regulatory interventions, and developing a policy analysis to enable the widespread adoption of Energy Communities (ECs) in Colombia. DELIVERABLES AND PAYMENT SCHEDULE Deliverable 1: Work Plan

a) Prepare a Work Plan of the activities in coordination with relevant stakeholders to undertake under the assignment. The

Work Plan should include a timeline of main activities, methodology, milestones, validation meetings with GGGI,





and description of final deliverables. Deliverable 2: Legal Advisory on business models and Financing Mechanisms a) Provide expert legal and technical advice on the establishment and operation of Energy communities proposed under the project.

b) Provide expert legal and technical advice on the establishment and operation of the financing mechanism. c) Develop a strategy for mitigating legal and regulatory risks associated with the proposed business models and financing mechanisms. d) Assist in drafting necessary legal documents and agreements required to operationalize the business models and financing mechanism.

e) Legal and Business Development Analysis report on the project. Deliverable 3: Regulatory Assessment and Intervention Design a)





Undertake a detailed assessment of the current regulatory environment impacting the development and operation of ECs in Colombia.

b) Development of detail roadmap for implementation of identified regulatory intervention under the project. c) Engage with relevant stakeholders to validate proposed regulatory interventions. d) Systematize all collected information in a Regulatory Assessment Report.

Deliverable 4: Energy Policy enhancement a) Analyze existing energy policies relevant to ECs. b) Prepare a detailed permit and policy enhancement plan.

Within 24 weeks of signing the contract. 20% METHODOLOGY AND REPORTING ARRANGEMENTS The consultant's work progress will be monitored through periodic review meetings.

Supervision shall be provided by the Project Manager of GGGI.





The Energy Directorate at the Ministry of Mines and Energy may provide inputs to the consultant. All final reports or outputs must be written in Spanish and approved by GGGI.

The Consultant shall submit the Final Report reflecting the outcome of all activities prepared by the consultant. EXPERTISE REQUIRED (MANDATORY) Must be a Colombian citizen or a foreigner holding a valid Work Visa.

(MANDATORY) Professional with a degree in Law or Economics, holding a postgraduate qualification in a related field. (MANDATORY)

Minimum five (5) years of professional experience in the energy sector. (MANDATORY) Knowledge of the Energy Policy in Colombia.

(DESIRABLE) Experience in financial regulation. Proficiency in Microsoft Office applications.







Exceptional analytical and quantitative skills. Organized with excellent time management skills. Strong command of spoken and written English and Spanish.
