Hiring Range: Based on experience, starting base wage is $15.43 per hour.


As a member of the Parks, Recreation & Culture Division, this position is responsible for the on-site supervision of the aquatic facility; for pool maintenance, staff scheduling and relations, public contact, addressing concerns, maintaining security of the facility, shift reports, lifeguard training and auditing. 

This temporary employment may be scheduled through the year on a full-time basis depending on the needs of the Town, but will not exceed six months in length (or 1,040 hours, whichever comes first).

The Pool Manager works under the direct supervision of the Recreation Coordinator - Aquatics to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances. 


The Pool Manager may exercise general leadership and training of a variety of intermittent staff assigned to the Aquatics division, such as Lifeguards, Swim Lesson Instructors, and Cashiers.

Essential job Functions


The Pool Manager is assigned specific assignments, job duties, scope, authority, responsibility, roles and requirements as determined by the Town, department, division, and pursuant to laws, regulation and practices. Incumbents in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation.

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive:

- Assists with scheduling all pool activities and private rentals to ensure optimum pool usage; coordinates programming with supervisor and in keeping with community needs.

- Utilize When2Work application for access to work schedule and requesting time off.

- Assists in hiring, training and scheduling qualified lifeguards, instructors and all other pool staff.

- Ensures the safety and wellbeing of the public by conducting staff training in water safety, first aid, and CPR; ensures that all certifications of staff are maintained. Ensures high program standards are followed; provides regular in-service training to staff in accordance with the Emergency Action Plan. 

- Development of lifeguard deck rotational system for monitoring the pools and all other pool deck operations. 

- Maintains the filtration system and other aquatic operating systems within the facility for proper operations. Maintains proper pool chemical balance and general water cleanliness. Performs normal day-to-day maintenance to include but not limited to backwashing, sweeping, vacuuming the pool, scrubbing, and washing pool area, deck and filter room.

- Performs regular safety inspections of pools and equipment to reduce hazards and to provide maximum safety to the patrons. 

- Effectively handles complaints and disciplinary problems involving patrons of the pool.

- Performs all lifeguard and instructor duties. Monitors activities and directs scanning of the swimming pool and adjacent areas to prevent injuries, accidents, or drownings; maintains order. Lifeguards and teaches swimming classes for various ability levels when needed. Rescues swimmers in distress and/or danger of drowning and administers CPR and first aid. Assures the maximum safety of pool patrons.

- Assists in the enforcement of the pool rules and regulations.

- Ensures the completeness and accuracy of incident reports forms, files, and other records as required in an accurate and timely manner, i.e., daily records of water chemistry, attendance, maintenance, and cleaning.

- Operate and maintain the pool and equipment; conduct daily walk-through of facility to ensure appropriate appearance and clean of debris; document needed repairs and maintenance; maintain accurate inventory of first aid, chemical, operating and program supplies. Assist supervisor in maintaining smooth operations of all pools during the summer season.


Depending on organizational need, additional duties may include the following:

- If working in the outdoor pool area, will be required to complete all cash reports and deposits to the appropriate location and monitor concession operations.

- Performs research as directed, such as discovering new technology or tools, market research, etc.

- Performs related duties as established by law/ordinance or reasonably directed by the Town.

- Assists other Town departments/divisions, as necessary.

Knowledge, Skills, Abilities


- Knowledge of pool mechanics, chemistry and routine maintenance; swim instruction and methods for swim instruction; life guarding methods and techniques; aquatic safety and accident prevention; principles and practices of supervision, training and evaluation.

- Knowledge of occupational safety rules and practices.

- Knowledge of the Town of Windsor Aquatics Handbook.

- Knowledge of the policies, procedures and goals of the town and the recreation department.

- Knowledge of blood borne pathogens and how to properly dispose of them.

- Skilled in preparing written reports and projects.

- Skilled in operation of equipment necessary to perform the functions of the job.

- Ability to perform routine mechanical and chemical pool maintenance. 

- Ability to identify and correct facility safety hazards. 

- Ability to supervise, train and evaluate subordinates. 

- Ability to work under minimal supervision. 

- Ability to communicate clearly and concisely, orally and in writing. 

- Ability to establish and maintain effective working relationships with superiors, subordinates, and patrons; deal tactfully with the public.

- Ability to use good judgment and make sound decisions in stressful or emergency situations. 

- Ability to accurately complete a variety of forms, logs and reports. 

- Sufficient strength to make rescues and lift 50 lbs.; able to carry a rescue tube for extended periods of time; able to perform rescue and lifeguard skills based upon American Red Cross Lifeguard Training criteria on a daily basis.

- Ability to deal tactfully and effectively with the public.

- Ability to read, interpret and apply operating policies and procedures.

- Ability to react quickly and accurately in emergency situations.

- Ability to maintain composure during mentally, physically and emotionally stressful situations.

- Ability to communicate professionally, clearly and effectively with people inside and outside the organization using verbal and written methods.

- Ability to perform the necessary functions of the position and to make appropriate decisions consistent with the job expectations and position description. 

- Ability to understand and follow oral and written instructions.

- Ability to analyze mechanical pool equipment. 

- Ability to handle reasonably necessary stress.


- High school diploma or equivalent.

- Must be at least 18 years of age.

- Three (3) years of experience in Lifeguarding and Water Safety instruction required.

- One (1) year previous supervisory experience required.

- Any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities.


- Must have current driver’s license that meets the Town of Windsor standards. 

- Current American Red Cross Certifications (or equivalent) including Lifeguard Training, 1st Aid, CPR for the Professional Rescuer, and Water Safety Instructor.

- Training Instructor certification is preferred. 

- Certification in CPO or AFO is preferred.

Physical demands are described as heavy (exert up to 100 lbs. of force occasionally in tandem, and/or up to 50 lbs. of force frequently, and/or up to 20 lbs. of force constantly to move objects).
